Foundation: The Post, along with Telephone and Telegraph of Kosovo (PTT), was established on 21st December 1959, under a Decision no. 1115497/1-1959 of the Steering Council of Yugoslavian PTT Communion, and with the approval of the Executive Council of the National Republic of Serbia IU – nr. 771 dated 18th of December 1959.
Posta, Telephone and Telegraph of Kosovo was registered as an enterprise, for the first time, on 25th March 1960, no. 137/60, at the District Economical Court in Prishtina.
Development processes:
Prior to 1960, Post of Kosova was not providing postal services to all the cities of Kosovo, whereas the rural residences were not covered at all.
After the foundation of Post of Kosova, as an enterprise interconnected with Telephone and Telegraph of Kosova, reliant on the social and political situation of Kosova within the Yugoslavian Federation, it has undergone a progress in three historical stages as cited below.
First development stage (1960-1990): Even after foundation of Post, Telephone and Telegraph of Kosova as an enterprise, it has not undergone significant advancements. This happened only after 1974, when the position of Kosovo within the former Yugoslav federation has improved, to follow with an extensive development of the Post, Telephone and Telegraph of Kosova. At the end of 80s, 75 new and modern buildings were built for the needs of Post, Telephone and Telegraph of Kosova, with a surface of over 60.000 m2 and the headquarters building in “Dardania”, Prishtina, with a surface of over 11.500 m2.
Certainly all these were significant achievements compared to the level of progress within the Post of Kosova prior to year 1960, but, this was minor compared to the usual progress of the other Yugoslav PTTs. This is proved by the fact that for instance in 1988 the number of residents to enter a Kosovo Post was 3 to 8 times more compared to other Posts in the former Yugoslavia.
Second stage (1990- 2 August 1999): Unfortunately this swift development of Post of Kosova was intermitted during nineties, when the autonomy of Kosovo was taken and the PTT of Kosova was integrated by force to the PTT of Serbia.
The integration done on 13.09.1990 was followed by a forced eviction of all the Albanian and majority of non-Serbian employee from their workplaces. This way, Post, Telephone and Telegraph, and other assets of Kosova were misused and thereafter completely destroyed during the war of 1998 to 1999.
Third stage (after 2 August 1999): After the end of war, the employees, that were driven out of their workplaces nine years before, returned to duty (on 2nd August 1999), even though nothing was left from the Post of Kosova (Telephone and Telegraph)... The damages caused to the PTT of Kosova were enormous...
Postal services were completely impossible under those conditions. Everything was missing, to include postal offices, vehicles used to deliver mail, postbags and date stamps...
Despite these unusual circumstances, the employees of Post of Kosova likewise other employees of the PTK had a strong willpower (pursuant to UNMIK regulation no. 12/99), and engaged to restore the enterprise.
At first, it was decided that the former Post, Telephone and Telegraph of Kosova, be transformed into Post and Telecommunications of Kosova, which is a legal and officially recognized proprietary successor of the former PTT of Kosova.
Beside major difficulties, the employees of Post of Kosova were strongly committed to build the essential infrastructure (improvised postal offices, postbags, postage-stamps, price lists for the services provided by the Post of Kosova to include neighbouring countries, forms, guidelines, aero-postal code ...up to the postage-stamps as approved by the UPU), and it was decided that the International Independent Post of Kosova starts to function effective 31st May 200.
The international exchange office called as Prishtina LC/AO and Prishtina CP was established, and this would allow that the criteria defined by the UPU be met so as to start with the exchange of postal deliveries throughout the world.
Thereafter, alongside the financial upturn, the business position of the Post of Kosova was being consolidated. Apart from the postal services being provided to the customers, the postal infrastructure was also rebuilt. Around 15 new postal office blocks were built; almost half of the postal offices were renovated, and so on.
In 2004, Post of Kosova was licensed as the sole public operator to provide postal and non-postal services throughout the territory of Kosova, to include the exclusive right to deliver postal packages that weigh up to 2 kg.
In June 2005, Post of Kosova acquired the international postal code for all the postal offices in Kosova. This includes international recognition of this business unit and also indicates a major progress to the postal services provided by the Post of Kosova.
Today, after almost eight years of efforts, we may conclude that Post of Kosova is recovered and has achieved the level of development it had prior to the war...
Since 1st July 2005, when the PTK was incorporated, Post of Kosova operates as a business unit of the PTK Corporation.
Under the new conditions, Post of Kosova is in the midst of implementing the new strategy which aims at being competitive and fully customer-focused.
